Maya legacy and new render layer coexisting

   Issue description

Maya 2016 Ext 2 introduces a new render layer system.
If you have setup Maya to use the new "Render Setup" system, then Maya does not add the legacy layers to the list.
Therefore you cannot batch render old scenes if the client is set to the new system.
You cannot load old scenes into Maya 2016.5 (e.g. to use the new features) and render them if you do not switch the prefs of all machines.
On one side it is understandable; If you set your Maya to the new system, then "render all" or any other function should not use the old ones.
You would end up in a mix between layers and you cannot edit, disable or remove the old ones via the UI without changing the prefs and restarting Maya.
On the other side: If you work as a professional and you open an old scene, would you just want to render the old layers or re-create all layers with the new system?
Would you ever have a scene with both layer systems in it? And if, then this mix it is your decision and not Mayas fault. :-)
